The assessment of free bus and public vehicle transfer on subsidies to improve the effectiveness of air quality

In order to encourage people taking public transportation system to replace the usage of private passenger cars and motorcycles, EPA is zealously promoting the transportation management measures such as providing free public buses, and subsidy on the fare of MRT connection public buses, and establish public bicycle rental stations. The main objectives of this project include: Evaluate the effectiveness of the implementation of providing free public buses and subsidy on the fare of MRT connection buses; Proposed the assessment mechanism to evaluate the efficiency of providing subsidies to the local cities and counties government agents to implement the above mentioned transportation management measures. The achievements of this project were as follows: 1. Collect the emissions data of Kaohsiung and Tainan cities before and after the implementation of the transportation management measures, analyzed to evaluate the measures’ effectiveness on emissions reduction. The estimated emissions reduction effects of shifting private passenger cars and motorcycles usages to public buses described as follows: Kaohsiung city: NOx reduced about 2,359 kg/year, CO reduced about 33,885 kg/year, NMHC reduced about 10,669 kg/year, SOx reduced about 1.96 kg/year, and PM10 reduced about 768 kg/year. Tainan city: NOx reduced about 645 kg/year, CO reduced about 2,932 kg/year, NMHC reduced about 989 kg/year, SOx reduced about 0.54 kg/year, and PM10 reduced about 54 kg/year. 2. Estimate the shifting trends of different transportation tools usage. From the survey of free public buses riding people in Tainan, the estimated daily vehicle kilometer reduction was 742 shifted from passenger car usages, and 2,232 shifted from motorcycle usages; The same survey pattern in Kaohsiung, the estimated daily vehicle kilometer reduction was 2,266 shifted from passenger car usages, and 11,427 shifted from motorcycle usages. 3. Analysis the simulation data of air quality The results of air quality simulation analysis have shown that after the implementation of providing free public buses service in Kaohsiung, the maximum NO displacement was from -0.02 ppb to 0.04 ppb, and the highest concentration deviation occurred in Hsiao Liouciou Island, the lowest concentration deviation occurred in the north area of Kaohsiung; the maximum O3 displacement was from -0.04 ppb to 0.05 ppb, and the highest and lowest concentration deviation occurred both in Hsiao Liouciou Island. The results of simulation and analysis have shown that due to the monsoon effect, the implementation of providing free public buses service has no significant effects on air quality in Kaohsiung. 4. Establish the subsidy standards and audit mechanism. In order to standardize the future application documents, the project has proposed the subsidy application document format and contents requirements for the local cities and counties government agencies to use. According to the conclusions of two consultant meetings held by this project, the transportation management assessment mechanism was revised to include both during application assessment and after implementation audit, and the application document format and contents requirements were based on the abstract and contents of this project.
